The Genesis of the PIP Rehabilitation Project
Dr. Komins identified a troubling gap in how performance improvement plans were implemented at the Board of Veterans’ Appeals. Despite contractual requirements to tailor PIPs to the specific needs of employees, the support provided by management was often insufficient. Many employees on PIPs were left to “sink or swim” with minimal guidance, which led to unnecessary performance struggles.
Recognizing this, Benton proposed a union-led initiative to address these shortcomings. He and a small team of stewards, including Denise Adams-Hill, Sikenah Baxter, and MB Vicellio, began working one-on-one with attorneys to strengthen their skills and rebuild confidence.
A Tailored Approach to Success
The PIP Rehabilitation Project goes beyond the generic PowerPoint presentations typically offered during PIP processes. As Benton explains in the episode, people learn in different ways—whether they are visual, auditory, or kinesthetic learners—and training must meet individuals where they are.
Through customized mentorship, skills development, and workflow organization strategies, the program empowers employees to meet performance expectations and even excel beyond them. Benton’s approach emphasizes collaboration over punishment, viewing PIPs as an opportunity for growth rather than as disciplinary measures.
Transforming Outcomes and Building Community
Since its inception, the PIP Rehabilitation Project has helped over 115 attorneys—roughly 10% of the workforce at the Board of Veterans’ Appeals. Many of these individuals have not only overcome performance challenges but have gone on to receive promotions and serve as mentors to others.
Benton shared inspiring anecdotes about employees who, with union support, moved from the brink of termination to thriving careers. The program also benefits management, as improved attorney performance leads to greater productivity and better service for veterans.
Addressing Broader Challenges in the Workplace
The episode also delves into systemic challenges faced by employees at the Board, including:
- The significant impact supervisors (Veterans Law Judges) have on attorney performance.
- The loss of intermediary positions like Chief Judges, which previously acted as buffers between attorneys and VLJs.
- The importance of advocating for transfers when attorney-judge dynamics aren’t conducive to success.
Through persistence and collaboration, Local 17 continues to push for solutions that foster a healthier, more productive work environment.
What’s Next? Upcoming Events and Resources
President Massey wrapped up the podcast with exciting news about upcoming events, including a Town Hall on January 28th or 29th at 7 PM (Zoom) to discuss executive orders on telework and other key issues affecting federal employees.
Additionally, employees struggling with performance or seeking guidance are encouraged to reach out to Benton Komins directly at Benton.Komins@va.gov. Benton’s door is always open for those seeking mentorship or assistance before a PIP becomes necessary.
